The Blue tick indicates phones that Telstra offers for its nextG network that are optimized for use in regional areas.
The Nokia N95 nextG is "Recommended for customers who use their phone in rural locations outside of regional centres and towns. This phone is recommended for rural handheld coverage and to maximise your experience of the Next G™ network." - telstra
It's an impressive phone but costs $1200 outright. You can get it on a plan but will cost a MINIMUM of $2400 ($100/mth) over 2 years so it is not cheap. On the plus side , it does include $90 of calls and $10 of data per month. If you're a heavy user ($100+ a month), then if will pay for itself.
It has heaps of features, connectivity, battery performance and the blue tick. So while priced high, it should deliver. The 3.6mps modem is good for use with a laptop. But think about it and the other Blue tick nextG phones on offer and consider the options.
As for it's NextG compatability there is a NextG version, any other N95 will not be compatible with the NextG network. This is available through Telstra and is unfortunately at a higher price than other N95's.
The NextG version has a black back cover and silver front with no cover over its camera (similar to the N95 8GB).
This is because it's the only N95 which works on the UMTS 850Mhz 3G frequency.
Personally I feel like it makes a bit of a mockery of the Blue Tick system as I've heard rumor that it generally doesn't have the best reception but I have heard little to verify this.
